Speaking at a launch in Edinburgh for the report on the commission on the UK’s future, the Labour leader said the proposals could lead to a new economy that ‘works for the whole of the United Kingdom’. Gordon Brown, who was also attending the launch, said there was a missing element in previous devolution plans because they left the centre untouched.
