Most of the thousands of deaths in the Libya floods could have been avoided, the UN's World Meteorological Organization has said. The UN's meteorological branch has criticised the warning systems that were in place in Libya. "If they would have been a normally operating meteorological service, they could have issued warnings," World Meteorological Organization (WMO) secretary-general Petteri Taalas said.
