Liz Truss has admitted she "should have laid the ground better" ahead of her mini-Budget, but promised to stick with the package in full despite horror from the financial markets. Speaking on the first day of the Conservative Party conference in Birmingham, the Prime Minister doubled down on her tax cutting plan, but said the decision to abolish the top rate of income tax was left to Kwasi Kwarteng and was not agreed with the rest of the Cabinet.
