Joe Biden insisted his memory "is fine" as he fired back at critics in a surprise address to the nation on Thursday night. The emotional speech came just hours after it was ruled the president will not face criminal charges over keeping secret documents. Special Counsel Robert Hur said he will not bring criminal charges because the president cooperated and would likely be difficult to convict - and would seem like an "elderly man with a poor memory" to a jury, in cutting report.
