Kwasi Kwarteng dismissed the "little turbulence" in the wake of his mini-Budget after this morning's about-turn on the 45p rate of income tax. Mr Kwarteng said he had "listened" as he scrapped plans to abolish the rate, which were first unveiled during last month's fiscal event.
