Boris Johnson will clean up an "underlying culture" of drinking and rule-breaking in Downing Street in an attempt to salvage his premiership and win back the support of his party, the Conservative chairman has suggested. Oliver Dowden said the Prime Minister was "contrite" over allegations that staff members held raucous gatherings while Britain was in lockdown, and appeared to confirm reports he was planning reforms that have internally been dubbed "Operation Save Big Dog".
